I believe you're looking at it wrong.
The display driver version that you have is 8.632. 9.9 is the ATI CCC package.
I believe display driver 8.632 is from CCC 9.7
9.9 has 8.650, which I am using right now. So you're not far off.
Do you have the CCC installed, or just the display driver? You could update to 9.9 which has the 8.650 if you wanted to, but it's not as far from current though.
It should be possible just to install over your existing drivers with the newer 9.9 ccc, I do it with no problems. You could install the display driver and CCC suite, or just the display driver.
