Hi, I've read a lot of other posts about the same issue I'm experiencing but have so far been unable to solve.
[I reinstalled Windows 7 using the Upgrade option (not clean install) but before I could do the reinstall it said I had to uninstall Ati Technologies which I could then reinstall after the upgraded Windows]
I ran install for the Catalyst Softward Suite for drivers which had the CCC listed, but there is no CCC option in the install list when I run to install. It just doesn't appear! I've uninstalled ATI Catalyst Install Manager, ran Driver Sweeper in safe mode and then reinstalled but still the CCC does not appear in the list. I've also checked the Windows/Assesmbly key problem too. It's the same problem as this post: http://www.sevenforums.com/graphic-cards/239230-catalyst-control-center-missing-wont-install.html
The HD4xxx cards are supported by the 12.6 Legacy driver package from AMD. This is version 8.980 of the driver.
I've used the following recipe to ensure that CCC is fully uninstalled which should then make it selectively installable:
Uninstall just CCC selectively (using Catalyst Install Manager), and then:
1. Check that registry locations are empty:
a. HKCU/Software/ATI/ACE b. HKLM/Software/ATI/ACE
2. Check that (Program Files (X86) folder )/ATI Technologies/ATI.ACE is empty
3. Check (Windows folder)/Assembly folder to see if there's any files with Public Key Token of "90ba9c70f846762e" (Sort by Public key token to get a easier view). All these tokens should be uninstalled by right clicking and uninstalling.
4. Check that (Document and Settings)/(User)/AppData/Local/ATI/ACE is empty
5. Reinstall just CCC selectively, by running SETUP.EXE from the expanded Catalyst installer folder.

To get the latest 12.6 driver installed, why not "start over".
If Catalyst Install Manager is still installed (and you can get to it via Control Panel -> uninstall program) , use it to completely uninstall everything AMD.
Then use Driver Sweeper to purge whatever might be left over.
Then re-boot, and you should come up under Microsoft's generic drivers.
Then run the 12.6 installer and it should hopefully complete successfully, including the install of CCC.
