Sometimes it's the refresh rate that needs to be adjusted on the 2nd monitor. Commonly it's set at 60htz, try setting it to 75htz.

I have a sneaky feeling it's the adapter that's the issue here. To verify hook up 2nd monitor with the VGA cable and see it that works.
I have tried to set it to 75htz and still no difference. :/

What was the outcome when changing the refresh rate for the second monitor? Good suggestion.
I would wait until you have internet to be able to update your graphics card driver (Or another solution that could come along during the wait).
There isn't much more you can do, you seem to have tried nearly everything by now.

Sorry for the late reply but i fixed the problem. It was an issue with the actual DVI adapter i was using but thanks for all your help. :)
