Full Screen Wallpaper on Both Monitors?

I have a dual monitor display, and on the second monitor, the wallpaper is centered. Is there any way to get it full screen?
    It is currently like this.
EDIT: Print Screen isn't acurately displaying this. The image is cnetered on the second monitor. The top and bottom of the monitor are black bars. I know it's not a monitor probelm, program windows go full screen.
EDIT2: OK, the black on the seconf picture is where it is no. The white is on the whole monitor (It's smaller than the other)

I believe that's normal if the two screens have different resolutions.

At least, that's the way it is for me at work. (Monitor 1: 1600X1200. Monitor 2: 1680X1050. Graphics card, NVidia Quadro FX1800.)

Ya, I looked around, and the only fix I found was Digital Fusion. It got it how I want. But, that is how it is by default.
