How to Increase my dedicated video ram ?

    ok.

    Just to be sure, go in control panel > system and security > system > windows experience index.
    Under your base score, there is a small printer icon with a link: "View and print detailed performance and system information"...click on it. a new window will open.

    Scroll down the window until you find the voice "graphics":
    I need to know the amount of total graphics memory, dedicated graphics memory, system dedicated memory and shared graphics memory.
    If you can post a screenshot it would be better.

    Don't worry :)
    If you didn't see any options to configure in your BIOS, you can't change video RAM quantity. Your dedicated graphics memory is 64 MB, and the system shares 1632 MB with the video card to help it if the 64 MB dedicated RAM are not enough.

    So it's variable ,relying on the Game im playing and the requirements of the game and will it be able to run assasins creed 3 (even if not in optimum graphics)

    No, Assassin's Creed III requires a discrete dedicated GPU to run properly.
    The best Intel HD Graphics (Intel HD 4000) is comparable to a low end GPU.

    It could run, but at a ridicolous speed.

    There probably are options but OP has got to read their manual.

    On my AMD/Asus FM2 motherboard the Bios does NOT reveal any other options until set to reveal under one of the settings!

    Went from 512k basic setup to 2GB system ram reserved for vid/graphics!

    This may be the Bios option for others reading this thread!
