A problem with the ATI Display Driver, Random black lines?

Whenever I open the action Center in Windows 7 it gives me a message "Consider sending additional info about a problem with the ATI display driver". I can see that it's crashed once in the past on some log in the action center, but the action center doesn't give a solution. Google doesn't help either.

Today I am getting black lines appearing horizontally across my screen, primarily in the top right corner. They show up for a second, then go away. They also appear over all application windows.

I also had desktop icons disappearing for a second, reappearing and flashing awhile ago, that Google told me was caused by the ATI display issue but I never found a solution. (It stopped on it's own)

Can somebody please help me? I would really appreciate it.
