afaik, Catalyst Control Center (or whatever) did cause issues of various kinds, so try uninstalling it and using in its place ATI tray tools you can download from here. (yes it's not from ATI, but it's like RivaTuner for ATI cards)

It happened twice. My CPU idle temps increased A LOT after windows updates (Ultimate 64). And not just after rebooting, but all day long. Just in idle. When I start any work on the laptop, it drops to normal levels. Scary, cause I make pauses often and let it shutdown the screen and sleep....
