Video card interferences on screen

My video card shows some EMI or EMI-like interference, faint diagonal wobbling lines on screen in VGA output (my new monitor is VGA). The monitor and cable are fine as they do not appear in the onboard one and my laptop's VGA output, and they appear on other monitors/cables as well. It's definitely the video card VGA output or some interference inside the computer.

The lines are in the BIOS too. They are more noticeable on darker colors. They do not appear on screenshots.

Is there a way to fix this or I have to buy a new video card? Thanks

Unfortunately my phone camera can't pick up them at all, they are wobbling fast and faint.
Here a image, not mine, that shows a similar issue, but in my case the lines are tilted downwards, way less noticeable, more thinner, and moving fast.



I have a direct VGA cable my video card has a VGA port besides DVI and HDMI.

I've tried two monitors and cables and the same issue appears on them, On the other hand the onboard GFX which is VGA is fine on all monitors as well as the VGA output from my laptop. The lines don't appear over DVI, but my own monitor doesn't have it.

Also, don't know if related or not but my video card doesn't turn off the monitor when I shut off the computer or when Windows put it to sleep mode. The message check cable signal appears indefinitely on it and have to shut it down manually. Again, with the onboard card and same cable, the monitor sleeps fine.

Finally it solved the issue, seemed to be a bad port on my video card.
