Stutter/Lag when playing games and mouse cursor

Figured this is where this question belongs. I am having stuttering Issues while playing any game, occasionally my mouse does this laggy thing on the desktop but rarely, but when in game about 5 minutes into it the game starts acting like im having lag spikes, but it does it when playing non online games as well. Mainly Metro 2033 (most noticeable when a bomb goes off) and Counter Strike GO after 5 minutes or so.

When I originally had this problem I had used a program called ToolWiz which I would not recommend, it changes way to much and deleted things from windows. In any Case I reformatted my computer hoping it would solve the problem...It did not.

    System Specs are as follows:
    CPU: Phenom II x6 1090T
    MOBO: GA-970-UD3
    RAM: Corsair CMZ16GX3M4A1600C9 4x4GB. Running at 1600Mhz . 1.55 volts
GPU: Gigabyte HD Radeon 7870 2GB Ghz Edition
PSU: Corsair something or other 700W
    HArdDrive: Kingston Hyper X 3K 240GB SSD

Have a Hyper 212 on the CPU 4 great case fans. Idles temps are CPU: 29c 39c under load.... GPU 30c 47c under load

I used FRAPS when in CS GO to check FPS and normal I get about 120fps, WHen the glitching stuff started the fps never went below 90fps, so given for changes in enviroment, I would say FPS isnt an issue.

All drivers are updated. Going to run Memtest tonight, but doubt that I will see any issues.

Okay so quick update. Im trying to get Memtest to boot from disc, but cant seem to get it to load at start up, (had similar problem when I installed fresh OS, had to do it inside OS)
But was looking through BIOS settings, and saw some things that somehow got changed, switched it back into Ganged mode, and set Voltage on DRAM to 1.55 from 1.51. Didnt have an issue before with it this low but we will see, still trying to figure out how to get that darn memtest disc to load.

    _____________________update______________________________
Ran FurMark and it kicked me out:
    Score: 1571 (26fps, 60000 ms)
    Max GPU temp 55c
    ResolutionL 1920x1080 (w) AA: 2 Samples
FPS min: 27, Max: 28, Avg: 26 - Options DynBkg

Second 15 minute run with no AA sampling:
    Score: 2954
    29115 Frames, 32FPS, 61c

    I ran PerformanceTest 8.0
All things are about where they are supposed to be, 2D graphics test hit 513 - about equal to radoon 5770. Seems a bit low, but the 3D testmarks for DX 11 hits about a GTX 680

Got some low results for RAM, so think this might be where my problem lies.
RAM test result was 1106 = equal to what 4GB of Kingston PC2-6400 has.... Not Good.

Ran Memtest for several hours and came up with No Errors.
Noticed Im spamming DEL key but sometimes (up to 4 in a row) not getting into BIOS before OS starts. (Twice the OS has hung up before even having windows logo).

Beginning to wonder if MOBO might be having issues.

Guess no one checks this forum. Good thing I found the problem. Posting it just in case someone else has similar issue.

Did some swapping today. Since I kept getting low RAM numbers on Performance test 8.0 I figured that is where the issue would be first tackled. Pulled out the RAM and put my HTPC RAM in there, all three sticks = 6GB. Ran performance test, came up with same numbers. Then tested it on Counter Strike GO, No problems, played for half an hour with no chugging or lag like symptoms. THen I moved to test with main RAM.
Next I plugged two RAM sticks into slots 1 and 3 on the MOBO. Tested, same number. Played CS GO, no issues.
Tested the other two RAM sticks in slots 1 and 3 on the MOBO. Tested, same number. Played CS GO, no issues.
After that I put two RAM sticks in slots 2 and 4. Tested, same number. Played CS GO, got the choppiness and lag like issues within a few minutes.
Left 1 stick RAM in slot 4 and retested with same numbers. Played CS GO, got the choppiness.
Swapped it over to slot 2, retested, same numbers. Played CS GO, no issues.
So RAM looks okay, just the MOBO RAM slots. Pity, bought the MOBO a month ago, and it didnt even make it a full month before having issues. Going to RMA it, and probably pick up a different brand MOBO.

We do check all the postings. My guess is that nobody knew the answer.

One cause could be DPCs. Run this program. If you have any red spikes, you most likely have a driver problem.

Latency is good. As long as that 4th slot remains open there isnt an issue, transferring Data from Logical to USB drive was really slow. 13 Minutes for 3.6 GB @ 4.15Mbps/ second. Pretty slow even for a platter. Since I know the drive is good and the RAM, just leaves the MOBO transferring stuff around. Going to get a new MOBO, just trying to decide if I should scrap the AMD chip and go Intel, (Cant find a decent board on Newegg or Amazon that supports my Phenom II 6x 1090T)
Its a cost but probably worth it I guess, would end up going to i5 3570k, not sure about the motherboard though.

Off the top of my head some simple things to check :

Check task manager Processes running in the background
Use ccleaner CCleaner - Standard and check what programs are running as startup and uncheck any that are not necessary. ccleaner is I find a great simple tool without junkware
Use a good antivirus program (I use eset nod and has not let me down ever) incase you have something nasty and try running unhackme (UnHackMe - First BootWatch AntiRootkit - Greatis Software)

    Hope this helps.

Tried something just on a whim. Plugged that last RAM in its slot and put my old Video Card in and had no problems whatsoever. Now Im really confused, is it a video card issue or is it a MOBO issue?

    _______update___________

So old card is acting up just like new one, ARGH!!!

OKay so this worked, put in old SSD drive and it had OS on it. Had to remove all traces of amd catalyst and reinstall to get driver working again. played CS GO, no problem, "Thought hmm, this must be failing SSD, rare but it happens"
Plugged back in my Main SSD and removed all trace of AMD Catalyst and reinstalled 13.1 and tested. So far I went for an hour without a single problem. Perhaps this is a case of corrupted drivers.
