I can't think of how to troubleshoot. The whole idea of eGPU, while very cool, is beyond me. With such an uncommon mod you're trying, it is very easy to miss a step, connection, etc. If you have a voltmeter you could check your PSU and see that it is working.
Is the card recognized in BIOS? If so disable the onboard graphics, if you haven't done so. Also check for a driver update for onboard.

FIGURED IT OUT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! so im trying to install the pe4h and ati radeon 6670, and i get it fully installed and everything is good. however in order to connect it without getting BSOD i have to disable my internal ATI Card. i then can connect it and do what i want. but nothing is being displayed nor am i able to run WIE. it tells me a driver is preventing it from running. but all drivers are successfully installed. also my OC utility shows the 6670 and all its specs, however i cant do anything with it. i tried to install ALL ati drivers, and when i go to startup CCC it just tells me that there is no compatable hardware. ive tried with 6gb of ram and 2gb and 3gb of ram.
im doing this on a Dell Studio 1458
when BSOD comes up it says that atikpmg.sys was not stopped correctly.
