Display error at login screen after installing new drivers

I'm doing a new build for my computer with a new video card that I just bought. The thing is when I install my video card, everything works fine. After I install the drivers (Catalyst 12.8/12.10 or 13.1), I get a display error at the login screen where my screen will turn blue or will show blue vertical lines. I've tried updating/flashing the BIOS, installing a fresh copy of Windows, and properly uninstalling driver to no avail. Any ideas on what the problem could be? Any help is greatly appreciated.

Motherboard: Gigabyte GA-78LMT-USB3
Video Card: AMD Radeon Sapphire HD 7770
PSU: XFX Core Edition PRO550W (P1-550S-XXB9) 550W
OS: Windows 7 Professional x64
