I know it has to do with BIOS and advanced chipset features but I cannot find those on my laptop.
I can take risks, such as flashing the BIOS / Modding if someone can give me a step by step help.
This is a screenshot of the problem, the underlined number is 64mb for all my friends, but oddly for me is 32mb.

To access BIOS I need to go UEFI on windows 8, and then reboot in advanced mode, and then F2 will open up my BIOS.
However there is no setting called "graphics". It should be under advanced, but there should be lots under advanced. Like the Advanced Chipset Features I'm looking for, but the only option there is intel virtualisation technology.
If you can't find that anywhere in your BIOS:
I have never seen that as a setting, although my laptop BIOS hunting is fairly limited, why would they need it, who would want less than the max? I have to go back 15 years+ to when I was using a 32 meg video card?
Normally I would say:
That is the on-board dedicated memory amount that motherboard has on offer, you don't have the option of adding to it, the computer will dig into the system RAM as needed.
That's the major cost cutting measure by the makers of laptops, but yeah, performance killer for any demanding graphics, indeed.
Gives you enough for the native resolution of the laptop's built in monitor probably, but for gaming, forgetaboutit, mediocre performance at best.
You will know from now on, never buy a laptop that lists SHARED VIDEO as a feature.
In your case OP, highly recommend you call your Toshiba tech support.

If that setting exists, it should have been obvious in BIOS. [then again BIOS is very vague/tricky, at times]
It's possible for models to get changed at any time, so it's POSSIBLE to have less on-board V-RAM.
They produce these in bulk and sometimes have to switch motherboard manufacturer's and results like this can happen.
Sony is not a motherboard maker, and probably like most of these, doesn't exactly put mobo model in the sales brochures for that reason above, but it's pretty sloppy on their part if the on-board RAM is listed as 64 and you got 32 and worth complaining about, again though, isn't likely.
....or maybe you got an early version of the motherboard that changed during production.
I'm going to take this as solved, I will just try some other methods I might find on the internet, for now I have another problem i just found out, it does not even use the 32mb!!!!
If you want to increase it from 32 MB to 64 MB get the latest drivers for your system.I had the same problem ,but at-least I had a small increase.
