Radeon 7950 Choppy in games/low fps?

Hello guys! So recently my 7950 Windforce Edition has been acting up. In games like Neverwinter, I am constantly dropping frames and lagging, making it extremely hard to play. Also in 'Surgeon Simulator 2013' The game constantly freezes and I go down to around 10fps. Here are my specs
EDIT: Forgot ARMA 3. I know it is very intensive, but on STANDARD settings no AA or anything I only get like 20fps, and constant drops to around >10

    i5 3570k @ 4.2GHZ
    Radeon 7950 Windforce Edition
    16gb G.Skill RAM
    CORSAIR CX600

Maybe this has something to do with my recent overclock? Before games seemed to run fine. Any help is greatly appreciated. I used to be able to run Crysis 3 at 40-50fps or so maxed and I cant even run Neverwinter smoothly haha.

    Hi Soul,

Have you changed the Graphics drivers lately? Maybe try a different set.
Hows the Temps for the GPU when gaming?

    Paul.

Sometime within this month I have updated to Catalyst 13.4
As for temps they are usually around 55-60c

Can you try to log your GPU frequency and temps with either GPU-Z or MSI Afterburner while gaming? Maybe they're downclocking during those intense gaming scenes.

If you decide to use GPU-Z just make sure you put a check mark to "log to file" like on the screenshot below.

According to GPU-Z log, your GPU usage doesn't exceed 50% usage when gaming. Open the log file and you'll see that under GPU load column, the GPU didn't exceed 50% usage. That's the reason for low frame rates. GPU temperatures are fine. Something is definitely bottlenecking your GPU. I highly doubt it's your CPU though. Maybe the PSU (600 W) can't provide enough juice? Try playing with different drivers, and also update other drivers like chipset, ACHI controllers etc.

I will update the drivers to the latest beta drivers and edit this post afterwards.
I was sent a PM message about this and what AMD is trying to fix they are supposed to release a driver in July which is the 13.6

Supposed to fix micro stutter and better utilization of the Gpu
