I don't know. It's my best guess that you are not following my post #27 from last page precisely.
Since that is only a guess and not a fact, you should update your profile with system specs. I will have a look at them to determine if there is anything unusual going on in your instance.
Other than that, please try to follow exactly what I wrote. If you don't understand something or any step, let me know here and it's cool.
If you are choosing the correct CL_83742.inf, there should be no problems as you describe.
Also, what's the condition of the card in question? Did you just purchase it recently or have you been using it with another operating system? Reason I ask is perhaps your card itself is malfunctioning and having the driver loaded "pushes" it to where it becomes evident. I've seen this happen before. Akon, you might want to see my post #9 here instead. It makes things slightly simpler and is tested to be good.
Windows 7 x86 + Sapphire HD 3850 = problem

No, that's the cpu. Use CPU-Z mainboard tab to find out.
