Need help choosing a GPU
Hi... need help getting a Nvidia videocard, now if you can tell me whats the best cheapest GPU out there that can run any game till now at max and yes i do have a limited budget lets say around 400$

You can't do 'cheapest' and expect maximum performance. However, $400 isn't a bad budget and you should be looking at a GTX 770. Personally I'd look at an ASUS Direct CU II, if you're gaming on one monitor at 1080p then the 2GB version will be plenty, don't bother with the 4GB. It won't max out every single game at max (Crysis 3, Last Light, Witcher to name a few will tax it) but it will handle most of them and will give great performance.

$400 is a good budget and as Boozad mentioned GTX 770 I think that would be the best option for you. I'm using ASUS GTX 760 DirectCU II 2GB and I play almost every game on maxed out settings though I have a native screen resolution of 1440x900 and 1600x900 on the other screen so that's the thing I guess that I'm able to play on good frames.

question is which 770 is the best now ? i'm running on a 23 1920x1080 screen (one only).
n2 will the best 770 run Watch Dogs with everything maxed out (ultra) and still get 60 fps ?

You will still get good performance on Watch_Dogs with a 770, just don't smash everything up to max.
