Windows 7: Best Configuration on 3D Settings

Hey, i wanted the best possible configuration to get every bit of performance from my GTX 295. What i mean is in the Nvidia Control Panel, those 3D Settings. Such as Anti-Aliasing, CPU Frame Prepare, etc.

I am asking this, because i get problems while playing GTA IV. The game keeps stuttering and lags even with the latest patch : 1.030
Oh, and GTA IV is recognizing 1700 MB from the GTX 295, which is really strange since for everyone it shows 896 MB.

And i noticed that the game isn't precaching resources anymore, even though if i wiped the command line to not precache.
