Installing New Graphics Card Driver / Admin Errors

OS:Windows 7 Home
Mother Board: GA-880GMA-UD2H
PCI-Express x1
PCI-Express x16 slot (PCIEX16)
PCI-Express x16 slot (PCIEX4)
PCI Slot

Power Supply: 500w

CPU: AMD Atholon(tm) II X4 640 Processor (4 CPUs), ~3.0Ghz
RAM: 4068MB
Located: Canada, Ontario, Toronto

Installing this: http://www.ncix.com/detail/club-3d-r...94996-1215.htm
Used the given installer disc and tried downloading the latest driver installer as well.

I'm using the windows 7 Home Built-in admin account tried right clicking and running the installer as admin....
Tried using a registry cleaner and disabling anti-virus.
Tried restarting a few times...
Tried if I can do a manual install of the driver through device manager on the built-in account... (In Device Manager the card shows as VGA compatible rather then a video adapter I believe...)

Installs are oddly long (30 mins +) when compared to games I have gigiabites in size... and sometimes the installer freezes.

Any suggestions on what to try next?
