Always buy the card with the faster memory if the prices are about the same. GDR5 has a much higher bandwith so will be much faster processing graphics. The GDR3 will be holding back the other card.

If I could remember right the HD 7730 and the HD 7750 are both entry-level (Low-End in other terms) but you can get away with it as long you're not maxing the settings. GDDR3 is 2x slower than GDDR5.

but the 7750 has higher texture rate and pixel rate and higher gflops about 120 glops more

more memory and faster memory clock means more fps at high res right?

but which card can give me higger fps at 720p res and medium settings

The HD 7730 and HD 7750 are low-end in the Radeon HD 7000 series family.

To answer your question, I'd pick the HD 7750 GDDR5 version for that.
