Display becomes cropped/smaller post boot on monitor

I have been using a dual monitor setup for my work.

The work PC is a Dell optiplex 760 to which I have added a Sapphire R7 240 GPU and OCZ synapse 64 GB. Aside from that the normal 3 GB ram since its running Win7 32 bit.

The main monitor was a Dell U2311H via the DVI socket. The second included Dell monitor is a standard 19" square monitor via VGA.
I've had to relocate the U2311H and replaced it wth a Dell S234L monitor. Since the S2340L does not come with a DVI socket, I used the HDMI socket instead.

The problem is that post-boot after the DOS and the windows loading screen, the screen gets smaller in size and is not the full monitor from the password screen onwards. The resolution has been set to 1080p. Windows screen resolution does show 1080p, however a smaller cropped version. Its like I'm loosing an inch on each side. I have no idea why.

I think it may be due to the HDMI socket, but the monitor does support 1080p. The secondary monitor is connected via VGA. I have unplugged the second monitor and just use one monitor just to see if the problem disappears, it is still there. There are no problems with the monitor since the dell menu appear fine and the DOS loads up full screen.

Any ideas?

Hi You might want to check in the graphics control panel for over scanning something along those lines and try adjusting it.

Did not find anything out of the ordinary in the AMD catalyst control.

Does the problem monitor work fine by itself ?

It was from another computer. It was working fine. All display prior to the windows boot screen is normal. I've included a picture of the monitor cropped edges with the red circles which represents the gaps. Its like a watching a frame in a frame.

I have tried connecting the VGA port directly to the monitor. It scales up nicely to the edges of the screen. I have also tried a HDMI-DVI adapter just to try the DVI port on the graphics card. It has the same problem with the HDMI port only. The picture is still cropped.

I've also tried it with two other PCs:
1. ASRock H97M PRO4 motherboard with onboard graphics. Scales nicely.
2. Asus Strix 780 6gb OC. Scales nicely.
I've retained the same HDMI cable. So cable is not an issue.

Also tried changing the main monitor as a secondary monitor and stand alone monitor. Does not work. I'm beginning to think its the graphic card, though I have no idea what is wrong with it. The PC does know this is a Dell S2340L which is connected to it.

Ports: - Connection
VGA - Dell E90S
HDMI - Dell S2340L
DVI - (free port)

Changing from both HDMI and DVI gives this cropped screen.
