I may be wrong but I think the OS is from a Laptop. That's why the Mobil device is showing in Safe Mode. Windows uses the last good start and that's what is on the disk. I don't know how the OP got past the recertify on startup but I think the whole system is bogus.

I'm willing to be proven wrong.

That board is not "new" in the sense of technology. It has both the North and Southbridge chipsets. The components look a bit "old-style" also. The fact remains that the BIOS has been modified and the OS on disk doesn't match the PC you're trying to use.

Since you've started with that OS, you'll need to clear CMOS memory and reinstall Windows with the video card installed. You can't just use a copy/image of Windows from a disk. It must be reinstalled from the DVD.

Forgot to add:
You will most likely need to flash the BIOS back to the original OEM release also. So you MUST know the exact model of the MB.

The first thing you need to do is identify the motherboard. The pictures are too blurry to see imprinting but the only thing I see related to Intel is the sticker on the fan. All major MB manufactures identify their boards with a model and serial/step number. Plus they'll have their name imprinted on it. This may not be the case if the board was salvaged from an OEM PC but it should still have some identifying markings imprinted. You need to find them. Then you need to hope that the maker still has drivers and a BIOS flash available.

You've gotten yourself in pickle with this board. It's too bad you waited a year to try it. You may have to take it to a shop to flash the BIOS if you can't get a running OS. That's the reason I first stated to "return the motherboard" because it's hosed with the modified BIOS.
