Well I am no expert, and I am not quite sure. But I think it is to make sure that the clock of the CPU and the graphic card are not the same. On my computer both the CPU and the graphic card was running on 700Mhz. By increasing the graphic card to 705Mhz, it prevents windows from mixing up the clocks.
In the Bios for my motherboard, there is an option to set clock speed for the PCI express card. In my case that to was set by default to 700Mhz, so I did change it to 800Mhz. The changes in the Catalyst setup did not have any effect before I did that. Its a stupid thing but if u use a new gigabyte motherboard, I think it can be worth taking a look at.
