Depends on the game. Some can be changed in the INI (if available), and some by using command line edits; like Battlefield 2 before they added WS support in the last patch 9says demo, but same applied to the full version),

    Battlefield 2 - WSGFWiki

BF2 gets it's WS support through a Command Line edit:
    "C:\Games\Battlefield 2 Demo\BF2.exe" +menu 1 +fullscreen 1 +szx 1920 +szy 1200
If you can set it via the INI method, make sure to have the rest of your in-games settings how you want them in game, then make the resolution change in the INI and set the file to "read only" so it can't be reset when the game is run.

As for why it's happening, this,

It sounds like the game isnt picking up that the tv can use that resolution.
is probably why more than anything.

Among one of the games I play is LOTRO, so no console there. Is there a free program that controls the resolution of games out there?

I agree, if we can find the answer to this specific question then the problem is most likely going to be solved.

im having the same problem. i just bought an acer 24 inch widescreen capable of 1920x1080. i have a bfg g-force 275 OC that can handle up to 2580x (or something around there) and after updating my drivers i was finally able to get my default dsisplay screen up to 1920x1080 (had to go through the nvidia screen to do so). when i loaded up both WoW and CoD BO. i couldnt get any more then 1600x1200 for the max.
