ATI Radeon4650hd video card issue with windows 7 64bit

After I power up my system and get to to the desktop, I lose the video and have to reboot my computer in safe mode. I sometimes get a message that says "display driver has stopped but has recovered" and seconds to a minute later I lose the video. I have installed all the latest drivers for the mother board and video card from the ATI website. I also tried a different pci express slot and got the same results. I am on card #2 and the board has been rma'd so I am certain it's not the hardware. Is there anyone out there that has had this problem or know of any solutions? Please let me know.
