Windows 7: Only one monitor sleeps

I upgraded from Vista (64) to Windows 7 (64) and seem to be having a problem with getting my dual monitors to enter sleep mode reliably. All was fine with Vista after I set the mouse and keyboard to not allow device to wake computer. I do not have the computer itself sleep, it is always on. I only have the monitors and hard drives enter sleep mode after 30 minutes. Since the upgrade I have set the keyboard, mouse and NIC card to not allow device to wake computer. I checked that all drivers were up to date. Once monitor enters sleep mode reliably but the other monitor is hit or miss. Sometimes it will enter sleep mode and other times it will not and stays powered up. I am using a wireless mouse and a USB wired keyboard. The monitor that sleeps is connected to an NVIDIA 9400 series graphics card in the PCI-E slot and the monitor that doesn't sleep is connected to the video port on the motherboard which is an NVIDIA 6150 series chipset. I had no problems when I upgraded from XP to Vista once I set the mouse and keyboard to not allow device to wake computer but this doesn't seem to work with Windows 7. Any ideas?
