Windows 7: Dual Monitors Help.

i have 2 monitors a 22inch wide screen and a 19inch lcd i had both of them working perfectly fine before today when i disconnected my 22inch to fix a few cables behind my desk and when i connected it back up my 2nd monitor (19inch) wont display anything all i have is a black picture. the computer is detecting the monitor and the monitor is on but im not getting any picture on it



i have already tried
updating drivers
restarting pc (5000000 times)
adjusting the settings

i just dont know what to do now


Additional Details

i do have the CCC but it detects my monitors and tells me there functioning right but still no picture in my 2nd display

and yeah i just tried adjusting the cables but still no luck

i have a ATI radeon hd 4350 connected with 1 VGA Cable (19inch) and DVI (22inch)
