You have to use the drivers provided by your laptop manufacturer with the mobility series cards.

the drivers are working fine....the windows update automatically downloads the drivers for graphic card....but the catalyst driver doesnt works properly...the laptop manufacturer only provides drivers(which is working fine)..but the ati catalyst doesnt work....(is there any advantage of using ati catalyst manger??)..

Not really. You can use whatever manager you prefer and they'll all work just fine.

Use the drivers found here: ATI Catalyst? Mobility Display Driver

I had an Acer notebook that was pre-installed with Vista too. It also had the Catalyst Install Manager... My though on it was it didn't work. Going to AMD's website to download the latest driver package works best. And, you won't have anything to worry about upgrading past the 10.4 driver.

I use Mobility Modder to install the latest drivers for my gaming laptop.

What performance are you expecting and what are you seeing? That Acer laptop/notebook is not a gaming laptop/notebook... Are you trying to run games at their highest resolutions or at the native resolution of your display, which I'm assuming is 1280x800? You might need to adjust the resolution from within the game to get the performance you're looking for.

If Catalyst is messing up your performance, then only download the display driver.

Also, re-reading your original post, the Catalyst suite that is for your PC is at the link already provided above.
