Screen resolution decreases not fill the monitor

Hey all, my laptop's native resolution is 1920 x 1080, and it looks great at that resolution. However some games require a lower resolution for maximum performance. I can change the resolution to 1280x720 fine, but the new resolution does not fill the screen. Instead, it's as if Windows has decided only to show the middle 1280x720 pixels out of the original 1920x1080, creating a 4-sided letterbox effect that is quite comical. Please tell me how to resolve this so that when I resize the screen I don't just make the viewing area smaller and smaller.

Are the scaling options in your Catalyst Control Center greyed out?

I've read there's a bug in ccc that forces you to adjust your resolution down from max, choose your scaling option, then adjust back to your max resolution...
