The good news is: AGP cards that are much faster than the 5500 are available pretty cheaply
My emergency old system has an expensive at the time AGP 5900XT in it though and it's still decent on Windows 7 32-bit once I got it to 2 gigs of RAM.
Windows 7 is bloatware as usual, I'd not want to run it with a 5500 for very long, but I suppose if all you do is surf, listen to mp3s, email, and word processing, and such, it might be OK.
I'm assuming the sticking to 5500 end of life product is a must, otherwise, you have some choices.
I'd try ebay for a used one, once you determine what your system can handle, a whole other fun task itself.
