Enable graphics card ports with nothing plugged in

Right so I have wired in this panel to the computer, Its attached at the back and has a bunch of RCA ports that are connected to the two TV outs on my two cards inside the PC. I have soldered onto the actual card back.
I need to find a way to ensure that whenever this PC is turned on, these TV out ports are enabled and active so that signal is going through them and being picked up by my panel.

Does anybody know of any registry keys or some way of enabling the signal to be sent and these monitors to appear as active when nothing is actually plugged in the ports. I used the profiles from the ATI control panel but they are specific to what was active when they were made. So I had set them up with a 19" LCD monitor, but when sent away and plugged in somewhere else the PC couldn't find my 19" and would practically melt down. Surely there is some software out there that you can enable the port on the graphics cards..
