You're not going to be able to play every game at max settings; some you won't because your cpu isn't strong enough, others you won't because none of the video cards on your list are strong enough.

Yes, the i3 530 has hyperthreading, and in an ideal world games would be properly optimized to take advantage of hyperthreading; however, to date, none really exist. So, as far as games are concerned, what you have is a 2.9GHz dual core cpu, and some games really require quads for acceptable fps at max settings (like Bad Company 2).

While all of the graphics cards you picked are solid choices, they're either older generation (4890), which won't deliver acceptable minimum fps in modern demanding games (again BC2 for reference: Battlefield: Bad Company 2 GPU Performance In-depth > 1680x1050 – High/Medium/Low - TechSpot), or they're current gen mid-range cards, which again, will struggle with some titles.

Having said that (and getting all that negative stuff out of the way), they're all very solid choices. They'll all give you great gaming performance, just as long as you're not expecting or demanding that each and every title you play must be done so at max settings. You'll be able to have a few settings on high, and with older games you'll of course be able to run on high, just not "all" games "all on max".
