I think it's time to shut down the PC and reseat every card, cable and stick of RAM in the PC. I would shut down the PC, remove the power cord, hold the power button in for 30 seconds, remove the video card, place the power cord back in and turn the PC on. While you have the PC shut down and you have reseated everything pull the power plug and hold the power button in for at least 30 seconds then put it back in put case cover back on and secure, boot the PC and see if it gives a new hardware found balloon, if it does try installing CCC again.
will try that but not sure how comfortable I am with that.....

windows 7 home premium, i should also point out that the card works fine picture is crystal clear, and device manager says it working, ccc just wont open,
would someone please tell me how to install an earlier version of CCC? I download the software suite for 10.3 and all i install is the install manager, 10.6 does a full install, what am i missing in earlier versions that i am not doing?

ok new developement....MOM.exe and CCC.exe now show up in task manager but Catalyst Control Center still wont open....any ideas?
This sounds like it's time to 'start from scratch' so to speak.
► Download and install Driver Sweeper
Next, go to:
► Control Panel > Uninstall a program
► Uninstall ATI Catalyst Install Manager (to remove CCC and Uninstall the driver )
► Re-boot into Safe Mode.
► In safe Mode, run Driver Sweeper and select ATI - Display > Analyse
► Then Clean
► Once done, Reboot normally
Windows should now install an ATI driver
► *Optional* - Open Device manager > Display Adapter > r-click on the card and select Uninstall. You should now revert to the generic Windows VGA driver.
► From here, you can either install either 10.3 or 10.6 (whichever is your preference)
Hopefully both driver and CCC should be functioning properly. If not, there are a few other extra steps to try.
Reverting to an older version of Catalyst can be a PITA because of the framework versions as well as leftover registry entries that cause conflicts etc.
