Well, that's definitely an old version all right.

What is the exact model of your netbook? Samsung xxx?

The 4300 doesn't appear in the supported list:

The following notebook graphics products are supported in this release:
ATI Mobility Radeon HD 5800 Series
ATI Mobility Radeon HD 5700 Series
ATI Mobility Radeon HD 5600 Series
ATI Mobility Radeon HD 5400 Series
ATI Mobility Radeon HD 5100 Series
ATI Mobility Radeon HD 4800 Series
ATI Mobility Radeon HD 4600 Series
ATI Mobility Radeon HD 4500 Series
ATI Mobility Radeon HD 4200 Series
    ATI Mobility Radeon 4100 Series
ATI Mobility Radeon HD 3800 Series
ATI Mobility Radeon HD 3600 Series
ATI Mobility Radeon HD 3400 Series
ATI Mobility Radeon HD 3200 Series
    ATI Mobility Radeon 3100 Series
ATI Mobility Radeon HD 2700 Series
ATI Mobility Radeon HD 2600 Series
ATI Mobility Radeon HD 2400 Series
However the 4300 has the same vendor ID as the 4500 which is supported...

    ATI Radeon HD 4300/4500 Series R710 954F

With the Catalyst Suite installed - perhaps try a driver only install: SELECT DISPLAY DRIVER ONLY

Tbh, the majority of the time - a cat driver installation is straight forward - click the .exe , select install > custom and off you go.

ie CAT 10.6 Suite Custom install screen:

ATI Catalyst Control Center wont open-ati-custom.jpg

My apologies - I feel as if there is something ridiculously simple that is staring me right in the face here - but I'm damned if it's coming to me

My screenshot came from the standard CCC installation. Drivers & Support | GAME.AMD.COM (except mine is x64 - but there should be no difference)

    In your driver d/l:

    This is from CW100947.inf

    "ATI Radeon HD 4300/4500 Series" = ati2mtag_R7X, PCI\VEN_1002&DEV_954F
So the GPU should be supported.

If you still have the CAT 10.6 CCC installed:

    Back in device manager:

Display Adapters > r-click your GPU > Update Driver Software > Browse my computer for driver software
ATI Catalyst Control Center wont open-driver-browse.jpg

    Navigate to:

    C:\ATI\support\10-6_vista32_win7_32_dd_ccc_enu\Packages\Drivers\Display\W7_INF\

ATI Catalyst Control Center wont open-driver-browse2.jpg

Windows should detect this file CW100947.INF and install the current driver.

    If it doesn't....

    EDIT: Beaten -

What CCC suite version was installed when you managed to install the current driver? ( Eureka for that at least )

Maybe it's me, but if this is a laptop... you'll need to get the drivers from the laptop manufacturer. Since this is a Mobility Radeon HD 4300 series card you'll need to visit Samsung for the video card software/drivers.
