Radeon 9250 issues

I've recently upgraded my media pc to the 7100 build(had Vista basic, wanted to have WMC functionality) and was previously running the system with a Radeon 9200 128mb PCI card through s-video to a TV, worked without a hitch(well, except the wonderful clarity expected on a TV display). Upon upgrading the system, Windows 7 complained about the lack of graphics memory. I had a Radeon 9250 256mb PCI card laying around(I believe I've had issues getting this card to output to TV before, hence the 9200 being in the system). I have working drivers, and the machine workes beautifully hooked to a monitor, however, now the s-video output has terrible v-sync problems, and no color. I've tried other cables with the same result, different inputs on the TV, etc. I've inspected the card itself, and there does not appear to be any damage to the svideo connection, and aside from this, the card seems to function perfectly.

I've tried altering refresh rates/ resolutions/color depth in any attempt to fix the problem, however none of these methods make any difference. I've tried installing CCC, however, the Catalyst installer never installs the control panel. Any help or advice would be greatly appreciated.
