Bill2, I did see the other BIOS flash download. Do you have any experience using this to advise Pete how to do it? I think he can still chat with Dell so have suggested he ask them.
By all means, he can go ahead and ask dell. Theres nothing particularly notable about that exe, it just needs to be run from a pure dos prompt. That dos prompt can be reached with a bootable cd, or a bootable usb (if the computer boots from usb) or a bootable floppy.

TV- Does this comport with Kingston Tech Support saying the PC3200 misfit for PC2100 spec is likely causing overclocking which makes mem tests "go haywire?"

I don't know if this helps but his HD didn't show in XP Disk mgmt during the period combatting the multi-infection and trying to repair System Files. I had to see it using PW CD.

Now it does show in the new Win7 install. He says it runs much better except for IE8 slowness. But for the mem test refusals it might be passable.

I have a hard time judging performance because for the first time ever TeamViewer is sucking up 17-55% of CPU spiking out the Pentium 4 1.8ghz. I have to disconnect to get copying operations to unhang. Yet RAM usage stays calm at 50-70%.

No, I can't get my head around that idea. It seems to me that the 3200 would just run at the default or maximum speed of the MB.
It seems to me that to overclock the RAM you would need to actually do that (change it).
