Several things aren't very clear.
How long have you had this computer? New, upgraded, or?
What was the 'other computer' referred to?
Please tell us what software and hardware is different from your 'other computer', also give us a list of your current software, this may seem insignificant but, may help someone to spot a problem.
Have you D/L'ed anything from what might be considered a less than 100% safe site?
Have you done any overclocking?
Also, fill out your system specs, this is likely caused by hardware and we don't know what your main components are...

I assume your OS is 32bit?
Need to know what the CPU model is.
The motherboard is important to know.
Ram, need brand, speed, manufacturer P/N.
Be as thorough as possible.
Which type of installation media are you using?
MS DVD, D/L and burned to DVD or USB stick?
As suggested previously a Repair Install -
How to Do a Repair Install to Fix Windows 7 - may solve this issue.
This issue needs to be resolved, before you proceed with anything else.

If sfc /scannow can't fix the OS, then you can try Repair Install mentioned above. If that doesn't fix the problem you may need to do a Clean install.
