Dual monitor problems

Hi i have 2 monitors ... actually 1 Monitor from Western Digital 22inch.
I have that one hooked up through DVI and i have a HDTV from Vizio hooked through HDMI..

So my problem is this. I have a HD Radeon 4850 Graphics card hooked to both monitors in dual monitor veiw ....

The only problem is The second monitor Lags... I checked to make sure it was 60hrtz and it is, My Primary monitor(tv) is perfect nothing is wrong.

Tho when i switch to make my Western Digital monitor to be primary it still lags as if the video signal is bad...

but its not because if i turn off Dual view and make the WD monitor the only monitor on it doesnt lag at all.

Then when i get back to dual view and make the tv primary again it doesnt lag untill i restart the computer. Its really starting to anoye me

IT only does this in Windows 7 Not vista Home priemium Nor windows XP

google has been useless with this problem so im asking the windows 7 community to help me. Thanks in advanced

If you need to see it your self to see whats going on i can post a video online to show you.
