A few things you could check:

Go into BIOS and check the settings for USB Device Configuration. Make sure the newer USB 2.0 options are enabled, and make sure that Legacy USB is set to AUTO or enabled.

Clean install the devices. Go to Device Manager and remove the keyboard and mouse. And/or uninstall any keyboard or mouse software from Remove Programs. Delete any folders containing keyboard or mouse software or driver packages. You know, clean it up! Then reboot and let Windows find and install the generic drivers for both. Use it like that for a while to test before installing any software or driver updates.

    When I read:
"Mouse Issues: Whenever the cursor passes over an item with which it can interact I get serious lag (cursor freezes for several seconds). Same thing happens when I click and drag the cursor."
It occurred to me that this could actually be a video issue. You might try changing the desktop to a non-Aero theme and test. You could also test and see if this behavior occurs in Safe Mode.

Let us know what you find.

Booting into Safe Mode caused all mouse/keyboard issues to disappear . Issues still exist at user account log-in screen for both Safe Mode and regular windows .

BIOS already had USB controller & legacy support enabled. I don't see any options targeting USB 2.0 specially.

Switching my theme to 'High Contrast White' had no effect whatsoever.

I had all devices installed with default windows drivers from the get go; then installed their manufacturers win7-64bit specific drivers to try and solve the problem.

Thanks for all the help so far :).

So, if issues disappear in Safe Mode then that indicates there is a device or driver conflict. A device or driver that does not load for Safe Mode is the cause of the issue.

Not sure what you mean by "Issues still exist at user account log-in screen" in Safe Mode. I never log in, period, so this is just different for me. Is there some instance where you can get into Safe Mode without logging in and there are no issues then, but if you log in to your user account in Safe mode the issues appear again?

If that is the case then something that activates for your user account is causing the issues. Can you isolate what is different?
EDIT: you might try creating a new user account that is very basic just to test.

Another approach is to open MSCONFIG (from Run box) and go to the Process Tab and begin canceling processes 2 at a time to see which process causes the issue. This is very time consuming, so if you can think of any device, application, or anything else that is running that you can shut off manually, that might be easier.

    Thanks for the advice TVeblen.

Sorry for the confusion. All I was trying to say is that the mouse/keyboard issues, that I've detailed in previous posts, exist even at the log in screen. In example before my programs begin to load at start up. I'm not sure what

Once Windows has fully loaded in Safe Mode my keyboards and mice that weren't functioning properly always function as they normally should (no problems). I mentioned the log in screen tidbit because when entering my account password (even when logging in under Safe Mode) the problematic input devices show their frustrating behavior.

It's weird that while entering my password to enter Win7 Safe Mode they malfunction, but once Win7 Safe Mode loads fully all issues are gone. So my user account definitely is not the problem!

You're first sentence about a device or driver that doesn't load in Safe Mode seems like the most likely culprit. Now I have to figure out what driver would load at the log in screen, but be deactivated once Win7 boots into Safe Mode.

Problem Solved. The NZXT IU01 USB expansion hub, that came installed in my system, was the culprit. I'm not sure if it wasn't connected properly or needs an updated driver, but removing it and connecting my USB ports directly to the motherboard fixed my input device issues.

Nice detective work graviton! Glad you got it figured out.

I would guess it is most likely the device will not play nice with the USB drivers in W7, judging by your description of symptoms. If you don't need a hub, put it in a box and be done. If you want to use it you could search to see if there is a compatible driver for that device and your flavor of W7.

But, of course, it could also just be a defective unit.

    USB Device Not Recognized

Logitech G500 gaming mouse working fine up until a couple nights ago my brother borrowed it for his compuer becuase his mouse hadn't arrived yet and when I plug it back into my laptop the lights on mouse start flashing repeatedly and works/not works repeatedly and then says "Device Not Recognized"... Yesterday it worked off and on and now its not working at all

I tried updating drivers and turning off laptop and taking out battery for 1 hour.. I wouldnt think that using the mouse on another computer would mess it up but its interesting it happened right after that.. any ideas?

    That's a pretty impressive mouse.
    Gaming Mouse G500

It's programmable. That means it is likely that if any of it's settings were changed while disconnected from your PC it may interfere with it's operation.

I would suggest uninstalling it from Device Manager, restarting the PC, then reinstalling it clean.

If it uses a battery, check that first. Dying batteries in mice cause all sorts of weird issues.
