Win 7 recent install, Touch pad won't turn off, Help please

Ladies and Gents,
Brand new here and by the looks of some of the topics, I'm way over my head. This post may be in the wrong part of the forum but, I thought I'd at least start here. I have a HP Laptop that's in the neighborhood of 12-14 months old. It came with Vista Home premium which, worked OK at best. I recently got a chance to pick up Windows 7 Professional for a very reasonable price so, I had a friend install a brand new version of it along with a newer version of Microsoft Office 2010.

Well, here's the problem. The computer has an "on-off" button just above the touch pad. Before the installation of Windows 7 Professional, the button worked just fine in turning the touch pad on and off. Well, now it has absolutely no effect on the touch pad at all. It still changes the colors of the tiny lights, just above the button, from a white, (indicating "on") to orange, (indicating "off") but, zero effect on the operation of the touch pad.

This is quite frustrating because of the cursor movement while typing etc. It throws it all over the place and all of a sudden the page is changed, I'm typing in a different sentence three paragraphs above where I should be typing etc. What a pain. Is there something that changed the effect of the button during the installation of Windows 7?

If so, how could an operation system change, even as big as going from Vista to Windows 7 have an effect on MANUAL BUTTON above the touch pad. In my opinion, that button should have not been effected by the OS change. A switch is off or it's on!

If this post is in the wrong place, please inform me so that I may place it in the appropriate part of the forum, thanks for taking a look at my problem.
Scott
