Mine is plenty quiet with the stock fans and even with a small amount of overclocking, it's extremely cool

It can handle overclocking. Be aware that all cpu's are different and your i7 930 might not run at 3.8 and remain stable.

Yes, it's a standard ATX motherboard and the Antec P183 is a standard ATX case.

Here is a similar thread I made. I am getting the Corsair 600T Graphite Series, looks promising. I like it because its built like a full tower, yet has the dimensions of a mid tower.
