Win7 64 bit DVD Read issues

There are other similiar threads about this problem, but i am not using XP mode.
The Icon for the D Drive is listed and can eject the disk by right clicking, but doesn't recognize any disk(Data, Movies, Music, Blank CDR's and DVD's.
Then i will reboot into safe mode and it works fine, then i reboot back into regular mode and it works fine until i shut down the PC, then next time i reboot in regular mode it wont work unless i go back into safe mode first.
I am a tech, This is a brand new PC and have reformatted twice and tried with nothing installed even the drivers, Changed the SATA DVD Drive twice to 2 different brands. There is no IDE connector so cant try that option. I have also disabled all starting programs in start up.
I am sure this is a Windows 7 64 bit bug, any help would be greatly appreciated.
