Windows 7: Prior drive - sharing

I have an update. In Built-in Admin mode I am able to un-encrypt the folder but even when it asks if I want to apply to all sub folders and files and I say yes it does not work. All sub folders and files are still encrypted? Can't justify going one file at a time to un-encrypt those files..
update:
Here's a shot of me un-encrypted the Robert's folder, answering yes for all folders and subfolders and you can see the green characters still encrypted. I unencrypted pics dir but in pics all the files are encrypted...
