dual monitor fps drop already solved?

is already drop of the fps on a secondary monitor solved?

my problem:
FPS drop when watching liveTV on my secondary LCD.

(of course when is the LCD primary and the only connected, everything is ok)

so for sure this is problem with least they still haven't resolved this issue whose solution (3rd party of course) has helped me a lot:

so how to keep fps with EVR and aero ON (because of useful vsync) stable?

of course WMR9 is working perfectly, but then I can not use the first monitor when watching on the second LCD TV
