Plus I thought about it and i came up with this in order to fix the problem you have to know the root of it. So what causes this to happen?

Before buying a new laptop try to fix this one. Check your drivers for it. Try to update them in device manager. If that doesn't help, go to toshiba's web site and see if they have new drivers for it.

I understood that you had just installed windows. If you used drivers from whatever system you changed from, they may not work in windows7. Drivers can cause a lot of issues in any system.

you may want to go to realtek's web site and download the driver for your product. Make sure it is the windows 7 driver.

Quick Question. Could the problem be caused by it dropping, because i got into an argument with my someone and said person threw my laptop into the driveway pavement, resulting in it having a crack on the top and two black dots on the screen that won't go away.

I would think it certainly could. If there was enough force to crack the case, who knows what may have happened to the components inside.
