Windows 7: USB Device Not Recognized

I've had an issue that has been driving me nuts for the past few hours. I have a Dell Inspiron 537s tower on which ive done a clean install of Windows 7 x64. Everytime I plug in a USB device it gives me a "usb device not recognized error". I've tried every solution ive found (uninstall all usb ports, unplug computer from outlet, updated the chipset drivers, etc). NOTHING has worked.

If I disable "USB2 Enchanced Controller" (USB 2.0) in device manager, all my usb devices magically begin to work and install, but only at USB 1.1 Speed. This is a big setback for me. The strange thing is though, that my keyboard and mouse work regardless. Only things such as my webcam and external hd are "not recognized" or "malfunctioned". I've even tried Vista x64 and Windows 7 x32.

Does anyone have any ideas???

make sure all important updates are installed from microsoft update.

look up dell drivers for your motherboard usb controllers and install the updated one.

Type System Information in search bar in start menu. click "Components" and then click problem devices toward the bottom. update whatever it lists

I've tried both of those suggestions and nothing worked. What's strange is that I booted up this morning and the camera and mic were detected for a short time, then when I tried to use them it went back to "unknown device". This is not just for one device. None of the my USB device (external hd, cam, flash drive) are recognized.

Like I said, when I disable "USB2 Enhanced Controller" in device manager, everything magically installs, but operates at USB1.1 speed. USB 2.0 is also enabled in the BIOS so I don't know what's going on. I tried the Dell Chipset drivers too... I've attached a screenshot of what I see in device manager. The two "composite devices" are my mouse and keyboard which seem to work regardless of the problems.

Any ideas?

Go to your mobo manufacturer's website and download the latest Intel Chipset Drivers.
Install.
It may or may not clear up the problem.

check your BIOS for updates is a good idea from your mobo manufacturer

I have both the latest chipset drivers from Intel as well as the latest BIOS from Dell...
Perhaps there is some sort of conflict going on with the default windows drivers?

Do a clean startup: How to Troubleshoot a Problem by Performing a Clean Startup in Windows 7 or Vista.
Failing that, do a repair, though I doubt it will work. If not, reinstall. Save important work to a thumbdrive.

That did not work either... I'm really confused at this point. The 82801G USB2 Enhanced Controller is what's giving me problems AND ive tried multiple drivers, from the newest intel chipset to the older ones

I had a similar problem with an external hard drive. I was able to correct it by going into BIOS and changing my Post behavior to perform a long boot instead of a fast boot. Cleared problem for me but I cannot explain why.
