Ok my computer frequently makes the USB plug/unplug noise
Now I have taken all my parts out today and put it carefully back together
Still that "ding dong"
Any ideas (besides wiping HD and reinstalling win 7 which is already my plan..)?

It sounds like you may have a problem with the driver or USB hardware but reinstalling Windows isn't likely to fix it.
Telling us what the problem is or what it is doing would be a help.
"USB plug/unplug noise" I have never heard this so it is not of much use for a diagnosis.

The "ding dong" I mean is the systemsound windows make when you plug or unplug a device
The thing is it's doing this when Im not touching devices

The reinstall is actually becuase I wanna have a clean install

Yes that's a normal Windows sound when plugging in or removing a USB device.
