No its not, try to clean the dust accumulated and add more fans if possible
Anything above 80C is dangerous

To put it into Fahrenheit terms for those of us who can't convert that in our heads you talking about 176 degrees. and that is hot!

This is very high for an idle (desktop) scenario, but not out of the question for a heavy workload. Intel CPU's will typically start throttling in the low 90's (C), and THERMTRIP at 100-105C, depending on which CPU you have. You might try running a CPU stress test to see how hot your CPU gets, it's a pretty good measure of how adequate your cooling solution is. I found a bunch of tools to test hardware at Test My Geek Stuff.
