Hit a key to boot cd/dvd missing, dvd/cd plays in open window

I had a code 39 problem earlier indicated in device manager of dvd drive and corrected the problem only part way by using a Microsoft fix. It says it's working properly. I don't get the message for hit key or even boot of Windows 7 install disk after restarting the computer.
My disk is only allowing me to reinstall within open windows 7 itself. Why don't I get hit a key message after restarting the computer so I can install. My computer does not recognize my Windows 7 auto function. My boot sequence(CDROM and HD) has been changed several times without correcting the problem. In the past I have had two ways to install windows 7 since Oct 08. Something is wrong with my computer. Please help!!!!!
The Microsoft fix used was http://support.microsoft.com/default.aspx?scid=kb;EN-US;314060 but did not correct the problem. Nero was uninstalled. IE9 Beta uninstalled.

    Belarc information:

Using Windows 7 Home Premium (Build 7600) 32 bit since Oct 08.
2.60 gigahertz AMD Athlon 64 X2 Dual Core
    128 kilobyte primary memory cache
    512 kilobyte secondary memory cache
    64-bit ready
    Multi-core (2 total)
    Not hyper-threaded
Board: ASUSTeK Computer INC. M2A-VM 1.XX
    Bus Clock: 200 megahertz
BIOS: Phoenix Technologies, LTD ASUS M2A-VM ACPI BIOS Revision 1901 07/21/2008

    1920 Megabytes Usable Installed Memory

    Slot 'A0' has 1024 MB
    Slot 'A1' has 1024 MB
    Slot 'A2' is Empty
    Slot 'A3' is Empty
    NEC DVD_RW ND-2510A ATA Device [CD-ROM drive]

I used system repair and there was nothing wrong. Made repair disk but it would not boot. Msconfig did not show anything wrong either I want to change the bios because it is about 3 years old and need changing. Obviously the problem of booting the windows 7 disk is in the bios. The boot order does not have anything to do with why it won't boot.
I have worked on my own computers since Win 95 came out but have never had this problem before. Also I have tried using another cdrom/writer which I know will work and it will not allow me to boot directly after restart. So I believe it is either the bios or maybe the motherboard although everything else works so I don't think it is the motherboard.

I have never had any luck with system repair. It always found nothing. I used to used the repair (dos area I call it) in XP because I understood it better and I found some good help on the internet on how to repair XP.

Again I reinterate, my cd/dvd won't boot. it is not the boot order, and I am using Windows install disk that in the past has always booted.

I Found the answer in Computer hope. If a bootable disk does not boot keep holding the key down until it does. http://www.computerhope.com/issues/ch000192.htm in other suggestions. It works for a windows install disk but a homemade bootable I am not sure.
