Windows 7: USB flash disk size error

USB flash disk size error

Windows showed 15gb of free space on a 32gb usb pen drive, but displayed an error 'not enough space on drive' when I tried to copy a 13gb zip file to it.
I wonder if anyone has any idea why this happened. I tried deleting files to make more space and reducing the size of the zip archive, but it wouldn't fit even with 19gb free space.
