Do you have the latest Intel Chipset drivers?
And are you plugging your PSP into a 1.0 USB Port? Try to use one on the Rear I/O Panel in the Motherboard.
Do that and report back, please.
If you have a laptop try this:
1) Shut it down
2) Take the battery out, wait 10mins
3) Put the battery again, turn it on
If nothing works, update the BIOS (i've read about this before and some users found the solution by updating the BIOS)
And disable the USB Selective Suspend setting on your power plan.
