Webcam slowing down internet connection

Hello everyone I hope i put this topic in the right subforum!
This is the thing I use skype very often almost everyday now i found out that to the other person my picture and sound freeze for a couple of seconds and then resume and that happens at random ocasions.
I've tried testing my internet speed with skype and it says that it's fast, my speed is 10Mbits down and 30kbs up. The ports have been forwarded and everything.
Now I've tried shutting down my webcam during call and the internet speed goes right to perfect so i think the webcam is here the problem. I have a mikomi 1.3MP webcam nothing special and in device manager it shows as USB2.0 1.3MP UVC Camera and i use windows 7 x64 and it says that it has been updated to the latest version.
Is there a chance that the webcam is eating up all my internet speed cause when im in a call the web pages are loading very slow sometimes and it keeps disconnecting me from skype for a few seconds and the back which doesnt happen when i have my webcam off.
